Effective September 20, 2025
Several federal sponsors—including the Department of Energy (DOE), National Institutes of Health (NIH), and National Science Foundation (NSF)—now require researchers designated as Senior/Key Personnel to complete research security training, including guidance on disclosing all research activities and affiliations (active and pending) in Other Support.
To meet this requirement, University of Iowa researchers must complete the CITI Research Security Training (Combined) Course developed by NSF. Training must be completed prior to proposal submission.
Implementation and Compliance
- Effective for applications routed on or after September 20, completion of the CITI training will be mandatory for all UI Senior/Key Personnel prior to submission of NIH and NSF proposals.
- This requirement is already in effect for DOE proposals.
- Training completion will be tracked through the UI Routing Form, where the Personnel Section will display each individual’s training status.
- Routing forms cannot be submitted via Workflow if any Senior/Key Personnel have not completed the training, mirroring the existing Conflict of Interest in Research compliance process.
- Proposals cannot be submitted until all required training is complete.
Outgoing Subawards
For proposals that include subawards, the letter of intent (LOI) from each subrecipient institution must include confirmation that their Senior/Key Personnel have completed the required training.
Upcoming Updates to eDSP
- September 2, 2025 – In the Personnel section of the eDSP routing form, look for a header with a link to the CITI training. Training status for each Senior/Key Personnel will also be displayed.
- September 20, 2025 – Enforcement of the training requirement begins for NIH, NSF, and DOE proposals.
