Correction to Guidance on Salary Limitation for FY 2026

This Notice corrects the previously provided effective date for the updated salary limitation for Executive Level II of $228,000 from January 11, 2026 to January 1, 2026. All other guidance provided in NOT-OD-26-034 remains unchanged.

NIH No Longer Requires Advanced Permission for Conference Grant Applications

Effective immediately, NIH will no longer require applicants to request written permission from the ICO and/or document receipt of permission as part of the Cover Letter attachment on the SF424 (R&R) Form. Modifications to the NIH Grants Policy Statement 14.1 and the NIH Parent R13 NOFO to align with the policy change are forthcoming. 

The application due dates remain unchanged. As a reminder, applications can communicate specific assignment preferences to the Division of Receipt and Referral using the PHS Assignment Request Form.

NASA Research Security Training Requirements

The NASA Grant and Cooperative Agreement Manual (GCAM) has been revised to institute new research security training and certification requirements for covered individuals and entities.

The revisions describe the certification requirements, provide a definition of “covered individuals,” and outline the training modules that covered individuals may take to satisfy the research training requirement.

Covered individuals listed on any research proposal for a grant or cooperative agreement submitted to NASA and the applying entities’ Authorized Organizational Representatives (AORs) will be required to comply with the certification requirements starting August 5, 2026.

University of Iowa Implementation

To meet this requirement, all University of Iowa Key Personnel for a proposed project must be listed on the UI routing form and must complete the CITI Research Security Training (Combined) Course developed by NSF. Training must be completed prior to proposal submission.
