Effective September 20, 2025, enforcement of the research security training requirement announced last month begins for NIH, NSF, and DOE proposals.
To meet this requirement, University of Iowa researchers must complete the CITI Research Security Training (Combined) Course developed by NSF. Training must be completed prior to proposal submission.
Implementation and Compliance
- Completion of the CITI training will be mandatory for all UI Senior/Key Personnel prior to submission of NIH and NSF proposals, Research Performance Progress Reports (RPPR) and Just-in-Time (JIT) information.
- This requirement is already in effect for DOE proposals.
- Training completion will be tracked through the UI Routing Form, where the Personnel Section will display each individual’s training status.
- Routing forms cannot be submitted via Workflow if any Senior/Key Personnel have not completed the training, mirroring the existing Conflict of Interest in Research compliance process.
- Proposals, progress reports and JIT information cannot be submitted until all required training is complete.
Outgoing Subawards
For proposals that include subawards, the letter of intent (LOI) from each subrecipient institution must include confirmation that their Senior/Key Personnel have completed the required training.
